This issue came up just once in New Jersey and we denied the employer's
request to do the testing at the One-Stop. If testing need be done, it
should be done off-site.

I'm not aware of an employer having ever asked for permission to conduct
drug tests in a one-stop in Illinois. There's a legal opinion from 1994,
concluding the Illinois Employment Service could distribute job
applications that included  a drug-test consent form.
