I think if you're looking for something that specific (like on basic usability
or project management) you might be let down by a conference. I think
your best bet would be to just read a book to get the basics - then look
to a conference to get the latest info.

If I had to name a usability classic I think "Don't Make Me Think" by Steve
Krug comes to mind. The best classic for IA would be the O'Rielly book
by Louis Rosenfeld and Peter Morville (with the cute polar bear on the cover).
In terms of software project management the main book is "The Mythical 
Man Month" by Brooks:

The other problem I have with conferences is that they are a mixed bag at 
best - they go in and out of style - and some get very costly to attend. The
best solution for this that I've found is to get the podcasts from 
ITconversations
and This Week in Tech:

- Specific Podcasts to get: TWIT and Inside the Net

Listening to these podcasts you're able to hear the very best keynote speeches
from all over the world. With IT Conversations you can also search by a topic,
so instead of paying $1000 for a conference with one decent session on your
topic, you can listen to it for free.

Of course that said both ITconversations and TWIT are listener supported, so I
would urge everyone to donate to the cause if you like what they are doing.
