I wanted to ask that do you mean below details by saying "build 10586"?

I am asking you this because the machine having mentioned details still has
problem with  KSEVENT_PINCAPS_FORMATCHANGE.

It's a bug in technical preview and release build 10240 - audio
subsystem doesn't subscribe to KSEVENT_PINCAPS_FORMATCHANGE events
generated by drivers.

Fixed in build 10586.
