There is no reason why desktop speakers shouldn't be able to support 24 bits at 96 kHz. Furthermore, even the cheapest mainboard chipsets support 7+1 channels at 192 kHz, so it would be hard to advertise a USB upgrade that wouldn't be able to match those numbers. And for a purely technical reason: High-speed USB audio devices do not eat as much bandwith on the bus, so they work better together with other devices.
