I'd be perfectly happy to do it that way, I'm just not sure whether it's legally possible. On the other hand, since the source code of devcon is available, I could indeed just build my own devcon.exe with just one line changed or so, and be on the safe side. Thanks!

I've done exactly that (or rather I used the devcon sources to make an executable with only the needed parts). I also made it in both 32/64 bit so I can have one NSIS installer for both architectures.

I don't think there is any other simpler way really.
