I'll try adding an empty service and see how it goes.
We do have a separate SWC for service so we can update the service independent
of the APO.

APOs are still tightly bound to hardware. But this allows APO binaries to be
serviced independently from KSCATEGORY_AUDIO binaries, since they’re in
different packages.
