Have you set your Windows into TESTSIGNING boot config ?
Since it is 64 bit OS, you’ll need a digital signature in your driver, however
it can be a testing signature which you create yourself
once in TESTSIGNING config.
Later on, when deploying the driver, you’ll need an EV certificate (extended
validation) for signing the driver.

Subject: [wdmaudiodev] How to install MSVAD in Windows 10
Hi, I'm new to study windows audio driver, and as many people do, I started
with MSVAD sample(especially MSVAD simple).
My computer is Windows 10 64bit, and currently I'm using VS 2013(community
edition) and WDK 8.1 for MSVAD.
I can build MSVAD sample driver, however, the sample driver cannot be installed
by using Device manager-add legacy hardware, with an error about signature.
Also I tried devcon in WDK 8.1, and it was failed too.
My question is: what is the best way to treat MSVAD in Windows 10? Should I use
VS 2015 and WDK 10? Or is there other way to install those sample drivers?
I know it is a very basic and dumb question, but I have not be able to find any
working solution for a week.
