Thanks. If setup.exe launched but failed, the next step is to look at the setup 
logs to see why it failed.

I don't know whether those logs are automatically gathered from the test system 
and placed in the .hlkx. If so, you may be able to find them there. If not, 
they should be available on the test machine in the locations described here:

Hum... I was hoping for a better solution since the support ticket route is 
very, very slow.

Here is a screen shot of the non-information given by the HLK.

No log file is shown and the Run Test is "cancelled" I think because OSUpgrade 
failed.  Not sure how the system can do an OSUpgrade when Windows 11 is already 
at the latest version...

Can Microsoft confirm that we can leave that test off the list and still pass 
HLK certification?  If not, how do we pass this test since it seems to not 
really be doing anything on our test setup (just fails without actually testing
