The portion of the string between the 2nd and 3rd hash marks is
ignored

I think it makes no sense to ignore the second level instance ID in
*all* cases. It is much better to ignore only standard auto-generated
IDs like 0000, 0001 etc. that are not controlled by the installer.
Other IDs can be controlled, and it makes sense to include them into
comparison.

I'd recommend filing a feedback with a repro of any situations you
find where firing the KSEVENT_PINCAPS_FORMATCHANGE event didn't work
as expected.

Unfortunately, I cannot add the logs because the "Full" diagnostic
mode item is always grayed out (even in the freshly installed 1909
build). This problem was already reported here earlier. In Basic mode,
Feedback Hub does not even allow to attach the logs collected by the
Matthew's script. The functionality of the Feedback Hub is disgusting.
