Please review your privacy settings under Start > Settings > Privacy >
Microphone. Note there is a “everything” switch at the top, hidden under a
button; and an “everything for this user” switch just below that.
For privacy purposes, anything on the Recording tab is called a “microphone”.
UWP apps which try to use the microphone show up on the list of apps.

Subject: [wdmaudiodev] Audio Input Mic / Line Blockings
Just did a Preview Win 10 64 bit update 17741.rs5_release / 180814-1430 and
have seen the following:
1. Win 10 blocks all Microphone inputs after first login
2. Do also block all Line input(s) using WASAPI Exclusive, what IMHO are not
microphones

3. App & mic ON, also the line input gets for my application
Question: Is this a behavior by design? And how can I participate on the
Application list, means register my app within for mic allowing
