People IN the VA already know this and so it seems only fair to let everyone else in on this:

when you look at a job posting or job description, dig around until you find a set of questions or statements (typically between 4 and 7 of them) that are referred to as "knowledge, skills and abilities" or KSO's or KSA's. It's not always obvious by how that piece is written up, but people "in the know" know that actually ADDRESSING those KSA's is part of the application. This your opportunity to interpret your credentials, experience, resume etc. as they relate to each of the statements/questions. So if a KSA refers to knowledge of blind rehabilitation, a person could briefly mention academics, volunteer experiences, family members who may have been visually impaired, colleagues/friends with whom you have spent time -- anything that explains where you got your knowledge, skills or experience related to that topic. I'd spend up to but no more than one page (single spaced) on each of the questions.
