Set up a FunctionController for the temporal frequency returns a value
of 0 for times less than 10 seconds and then returns whatever TF you
want.
If you care about phase you'll have to play around with the phase_at_t0
and the t0_time_sec_absolute parameters. (Or set tf to 0 and just
modify the phase_at_t0 parameter.)
