Sorry to ask, but did you totally power off the phone and then restart it?
If not, try that and see if that fixes it.

Subject: [vibug-support] iPhone voice command (Hey Siri)
Hello.hope someone can help me.
My iPhone (8 Plus) used to be able to be operated using the voice command,
(Hey Siri); however, since last night's automatic IOS update, the voice
command no longer works. There is no response to my saying, 'Hey Siri.' How
do I turn the voice command capability back on? I tried to do it in
settings, but it didn't work.
