You have to install the Google Play Store and download it from there.
I think William from this list has a how to blog on doing this.

Hi.
How does one acquire Voice Dream Reader for the Kindle Fire? I have it on my
Apple devices and use it all the time. I’d like to have it on my Kindle, too.
Thanks.

HI list.
I’ve been continuing to play with voice dream reader. Changing the
navigation unit and pressing the previous and next buttons does work.
Sometimes though when in a smaller navigation unit the button doesn’t seem to
activate. If this happens, try placing your finger on the next or previous
button and single tapping with another finger keeping your finger on the
button. Kind of like split tapping, but single tapping with the second
finger. Not sure why this is, but there you go it works.
