You can also download the sample and see if the book is accessible. It's my understanding all Kindle books are accessible when using Kindle for pc with accessibility, the ios app when using voiceover and the Kindle fire when using voice view.

It will tell you on the product page on amazon.com. If you scroll down to the product details, along with things like number of pages, there will be info on whether TTS is enabled.

Please tell me how to determine whether TTS is enabled when purchasing a
Kindle book.  So often, I tend to assume that TTS is enabled, yet I know
that this is not always the case.
