Well, The rules say that a blind person can use the free matter for the blind
to send equipment that generates sounds and audio and is specially modified
for blind or visually impaired users. The kindle fire is a piece of equipment
that produces audio and with voiceview turned on, it seems to be modified for
a blind or visually impaired individual. So going by this definition, you
could probably send this free matter for the blind as long as you send it to
a blind or visually impaired person with Voice if you turned on.
