The USB port on a Kidle Fire tablet is microUSB.
The USB port on a Victor Stream 2nd generation is also microUSB.
The USB port on the model before the Victor Stream 2nd generation
simply called Victor Reader Stream is a miniUSB.
Having explained all the above you still won't be able to use the
short cable shipped with the 2nd generation victor Reader Stream on a
Kindle Fire tablet as it was engineered in such a way to only fit the
Victor Reader Stream 2nd generation.

If you're referring to what they refer to as the short cable shipped
with the 2nd generation Victor Reader Stream you are correct that it
is indeed an OTG cable but it was engineered in such a way that it
will only fit the Victor Stream. By all means give it a try just do it
gently to avoid damaging the USB port on the tablet and you'll see
that it just won't fit.
