Hi Donald. I believe forget is the same term on the Fire tablet.
Honestly, everything should be straight-forward. As for scan, I
believe you are correct. Try it without a bluetooth device in pairing
mode and see what happens.

However, here is the link on Amazon for connecting bluetooth devices.
Of course, where they talk about sighted stuff, not relevant. You
should get all you need with voice-view:

https://www.amazon.com/gp/help/customer/display.html?nodeId=201829480

Note, following, I have copied and pasted all relevant information:

Connect to Bluetooth
You can pair your Fire tablet with wireless devices that use Bluetooth
technology, such as speakers, keyboards, or mice. Help for 4th
Generation and newer Fire tablets.
Before you pair your Fire tablet with a Bluetooth accessory, verify
that the accessory is within range and is compatible with your Fire
tablet. To learn more, go to Supported Bluetooth Profiles.
Note: Bluetooth microphones and microphone-enabled headsets devices
may be compatible but are not supported.
1. Verify that your Bluetooth accessory is turned on and set to pairing mode.
2. On your Fire tablet, swipe down from the top of the screen and then
tap Bluetooth in the Quick Settings menu.
3. Tap the switch next to Bluetooth. The switch will turn orange to
indicate that your Fire tablet is discoverable.
4. Tap More Settings, then Pair a Bluetooth Device. A list of
available Bluetooth devices will appear.
5. Tap a Bluetooth accessory to pair it with your Fire tablet, and
then follow any additional pairing instructions. A Bluetooth
indicator appears next to the wireless indicator in the top right
corner of the screen. If the Bluetooth indicator looks like this ,
your device is not paired with your Bluetooth accessory.
After you pair a Bluetooth keyboard to your Fire tablet, there are
many keyboard shortcuts you can use.
Edit Text

In addition, here is the page on troubleshooting:

And, the copy and paste:

Can't Connect to Bluetooth
If your Fire tablet is not connecting to your supported Bluetooth
accessory, follow these steps. Help for 4th Generation and newer Fire
tablets.
Before you begin:
• Confirm that your Bluetooth accessory is compatible with your Fire
tablet. Bluetooth microphones and microphone-enabled headsets devices
may be compatible but are not supported. To learn more, go to
Supported Bluetooth Profiles.
• Turn on Bluetooth pairing on your supported accessory. These steps
will vary by device. Refer to your accessory's manufacturer if you
need help turning on Bluetooth.
• Verify that the accessory is within range of your device. You will
not be able to pair your device with your Bluetooth accessory if they
are not in close proximity to each other.
Then:
1. Turn on Bluetooth pairing on your Fire tablet.

1. Swipe down from the top of the screen and tap Bluetooth.
2. Next to Bluetooth, tap the switch to turn on. The switch will turn
orange to indicate that your Fire tablet is discoverable.
3. On the accessory or other device that you want to pair with your
Fire tablet, make sure that Bluetooth functionality is turned on so
that your accessory or device is discoverable.
4. On your Fire tablet, tap Pair a Bluetooth Device. A list of
available Bluetooth devices will appear.
5. Tap a Bluetooth accessory to pair it with your Fire tablet, and
then follow any additional pairing instructions. After you pair your
Bluetooth accessory with your Fire tablet, a Bluetooth indicator will
appear next to the wireless indicator in the top right corner of the
screen. If the Bluetooth indicator is gray, your Fire tablet is not
paired with your Bluetooth accessory.
2. Restart your device if you are still unable to pair your device
with your Bluetooth accessory. Press and hold the Power button for 40
seconds or until the device restarts automatically. If your device
restarts automatically before 40 seconds has passed, release the Power
button. If your device does not automatically restart after 40
seconds, press the Power button to turn it on.

What follows, is an interesting article on this subject. I think that
all the newer Fire tablets will automatically scan for a device when
bluetooth is turned on. But, nice read.
