Zair was like that at first in harness..I worked on clicking any increase in pull, even that brought on by interest in other dogs or the little lunge you get when they are first excited to be going after a long down-stay or a borin meeting... Its funny because he does have a lighter overall pull than Alex, who was definitely a puller..I think a lot of over and under pulling has to do with their confidence.. time and experience tended to even things out..
