As an aquatic biologist, what you described is pretty weird.  Its not a
cranefly larvae - they can not grab anything and usually sink, not float.
An aquatic flat worm might match your descriptions, but never seen one that
big.  Leeches do come in stripes and can stretch out very long.  They can
"grab" with suckers on either end of their bodies.  But it would be rare to
see them on top of the water.  There are some strange snails that hold on to
the water surface tension, but you would have noted a shell (although it
could be very small).  You got me stumped.
