I had always heard that bluebirds were very territorial and needed a certain
amount of space between them and their neighboring Bluebirds, otherwise they
won't nest.

Intra-specific competition (between bluebirds) is intense whereas
inter-specific competition (between different species) is such that swallows
could occupy a nest box very close to a bluebird box.
