i'm not sure about the distance but the idea is that if the bluebird is 
"out-competed" for one box, then he can still occupy the neighboring box. 
Intra-specific competition (between bluebirds) is intense whereas 
inter-specific competition (between different species) is such that swallows 
could occupy a nest box very close to a bluebird box.

If one is going to put up two Bluebird nestboxes, how far apart should they be 
so the birds won't fight and decide that neither nest box is useable? Does the 
concept of "out of sight, out of mind" work (i.e., hang them up on trees on two 
different sides of a building)? Thanks!
