Yes, it was so that the Dept of Conservation and Recreation (DCR) could purchase lands to augment, enlarge, or create new parks. I don't have details on the guidelines for how DCR is mandated to spend said bond money, but inquiries to DCR about it might not be a bad idea, as Deanna pointed out. (thanks, Deanna!)
