I see them once every few years for a few days at Regency mall too. the two most reliable spots for waxwings in the area are Lewis Ginter Botanical Gardens and James River Park   from the wetlands to the dam.

On a rare trip to Short Pump Towne Center, near the exit onto Broad St. near Nordstrom's, there was a flock of 40-50 Cedar Waxwings on bare branches of a tree that has not yet leafed out.   I've never seen them before so I was very excited!
