My husband and I saw a couple of hawks do that in our neighborhood; they
circled and called so much that some neighbors came out to see what was
going on; as we watched, an owl flew out of a large tree near us and
disappeared into the woods.  The hawks dispersed.

Yesterday a.m., as snow ended, pair of red-shouldered hawks circled the
house/yard for half an hour, raucous, calling endlessly as they do, even
perching momentarily in the top of two oaks. Could they be same pair, or
their offspring, that nested two years ago in woods behind the house? We can
hope they have similar plans this year.
