Hi VA-Birders -
From the FCC homepage:
"The FCC does not regulate the Internet or Internet Service Providers
(ISPs). You may contact your state consumer protection office or if there is
possible fraud involved, you may contact the Federal Trade Commission or the
Department of Justice's Internet Fraud Complaint Center."
The toll free FCC contact number is 1-888-CALLFCC.
Those of you that read the VA-Bird archives, note that within the last six
months our hosting site, freelists.org, has "XXX"ed out email addresses not
only in message headers but also imbedded in posts. Great job by our hosts.
The vast majority of people on the Internet are solid eCitizens. Fight the
minority with anti-virus software that is updated regularly. There are
affordable and free anit-virus programs available.
Good birding (and Cerfing),

AND since some of us are in the DC area we might consider calling the FCC
(who I believe has some sort of regulatory responsibility in this area).
I'm not 100% sure about the FCC but it could be worth a call - they might
put you on to who could help. Especially if it seems to be a very specific
virus attack - I would think that could be traced more easily than some of
the large general attacks that make the news.
