[va-bird] Seaducks, Scoter numbers in the Bay

With reference to the large flocks of scoters that were along the CBBT this 
winter:

"Although seaducks spend their winters anywhere along a 2,000-mile range 
from Labrador to Florida, it's estimated that between a quarter and a third 
of the entire Atlantic Flyway population is concentrated in the Bay."
