[Va-bird] Request for info on Snowy Owl(s) at National Airport

I'm planning to head to National Airport today or tomorrow to see the Snowy
Owl(s) and I have a few questions for the group.

Based on the reports from this listserv, it seems that the best time is
between 3 and 5pm and there are two Snowy Owls in the area. Is this correct?

The reports say that they are near/on the runways. I know that the airport
has lots of restricted areas... Where is the best area(s) to park?
