I did a quick Google search and came up with the following URL on the
Corps of Engineer's Web site detailing the proposed wind farm. There's
some additional information here, including maps of the proposed
project, etc.
Under the section "Comment Period" is Mr. Henderson's e-mail address, as
well as his snail mail address.
