Barbara,
Technically, even temporary possession of any migratory non-game bird (dead
bird, nest, eggs or parts) requires both a Federal and State salvage/collection
permit. Without such a permit any such bird (or parts thereof) should be
immediately disposed of. Nature Centers, Museums and Universities often have
the required permits and can be contacted in situations like this.
