The link below is for the home page of the Coast Guard's "America's Waterway
Watch" program. The Coast Guard is encouraging boaters, marina operators, etc.
to be on the alert for suspicious behavior. They are not discouraging normal
activity to be part of the program.
Perhaps the powers at CBBT need to borrow a page from the Coast Guard with
respect to barring birders from the tunnel islands.
