International Chess Tournament for Blind People
Hi,
You are cordially invited to participate in the International Chess
Tournament for Blind People, which will be held from July 29 to August 2
2020 in Québec City, Canada (registration form in attached document).
For the fifteenth anniversary of its annual chess tournament, thanks to the
generous contribution of the Caecitas Foundation, the Carrefour Québécois
des Personnes Aveugles (Quebec Meeting Point for Blind People) organizes an
international section of 7 rounds, at the end of which cash prizes of nearly
$3000 will be awarded to the winners of the different categories. In
addition, we will give a prize to the best female player of the tournament.
This is also an amazing chance for you and your guide to visit the beautiful
region of Quebec, in all its summer splendour. Quebec is one of the oldest
and safest cities in North America.

1. When?
This tournament will take place from Wednesday July 29 to August 2 2020.
2. Where?

General Information:
Le Voyageur Hotel is a small hotel near downtown Québec City. It has 82
rooms on 2 floors. It is very easy to move independently in the hotel
because there is only one corridor whose shape is similar to the one of a
capital l. The rooms are completely renovated and have two doubled beds.
Some rooms have a French door that can be pulled out easily so that every
person can benefit from his intimacy if he wishes so.
The hotel offers an on-site dining room, a bar, an indoor pool as well as
vending machines.
Nearby, approachable on foot, we find a shopping centre and some
restaurants. Two city bus lines will take you downtown in 10 minutes.
Accommodation, meals as well as tournament activities will take place in the
hotel.
Volunteers will be present to assist players who ask for assistance, either
by helping them in their moves or for any other task judged necessary.
3. Who?
This tournament welcomes exclusively blind players or partially sighted
players legally recognized.
4. How?
This 7-round tournament will be a class tournament played with the Swiss
system. There will be an open class and the other class or classes will be
determined according to the number of players and his rate. A half a point
bye can be taken in the first two rounds. The player must tell the referee
about it before the beginning of this given round.
5. Accommodation and meals
Accommodation (from July 29 to August 1 inclusive) and the meals (from July
29 pm to August 2 am) are included in the registration price for a player,
according to the prescribed terms in the registration form. For the guide's
meals, see the fee schedule in the registration form.
In short, if the player shares his room with another player, we will not
charge any additional fees (with or without a guide). If the player wishes
to have a single room (with or without a guide), the additional fees are $65
per night during the tournament.
The hotel direction allows us a quadruple occupancy for the same price than
a double occupancy (example: 2 couples).
For those wishing to extend their stay, also note that a block of 15 rooms
has been reserved for the 27th and 28th of July and that a second block of
13 rooms has been reserved for the 2nd, 3rd and 4th of August at the hotel
preferential tariff, that is $102 + applicable taxes. You have to make your
reservations by May 20, 2020 if you want to rent those rooms before or after
the tournament. Two different reservation numbers are available:
For the 27th and/or 28th of July: lot # 62
For the 2nd and/or 3rd and/or 4th of August: lot # 63
6. Transport?
Transport is on the charge of each player. We can organize local transport
from the hotel to the airport on request.
7. Registration and tariffs?
The deadline for registration is May 20 2020. A registration is considered
complete after the receiving of the duly completed registration form. We
will provide you with the payment terms in the next weeks. So, in the
meantime, do not hesitate to register.
Registration fees are Can$100 for a player. For a guide, the tariff will
vary depending on the number of meals reserved. We will charge additional
fees of $65 per night to a player who wishes to have a single room.
Important note: registration fees will be $150 after May 20 2020 (no
guaranteed place).
8. Material?
Each player has to provide his chess game as well as the required material
to mark his games. Those who have pendulum are invited to bring them. We do
not allow any smart phones, electronic tablets, cell phones or other devices
in the game room.

10. Pace?
The pace of the games will be the following: one hour and a half + a
thirty-second increment per move.
11. Rules?
The rules of the Chess Federation of Quebec (Fédération Québécoise des
Échecs) will be in effect and the tournament referee will ensure to apply
them without appeal.
