Yes, apart from Wassin, possibly Maggnusson (I'm not convinced he's total, but
am prepared to be corrected on that) and myself, all the other players above
2200 are all partially sighted, if not short-sighted. I'd argue that most of
them, if allowed, would play on a normal sighted board.
The sole issue, and this has been argued for decades now, that there is no
worldwide universal sight classification. What one country's classification is,
is completely different to another. What is legally blind in the US is not the
same as in Russia or the Eastern bloc. Ideally, the IBCA should be taking a
leading role in developing and establishing such a classification
infrastructure, but sadly, they have failed to take any actionable steps
forward for the past 30+ years.
Sad really, truly sad.

I don't know if I kept any of the emails from the last IBCA individual
championship, but I recall that there were no less than 7 players in the
tournament with (presumably FIDE ratings) of 2200 or better. I believe four or
five of those players carried ratings of 2300 or better. Are you saying, Chris,
that virtually all of these players are not actually legally blind? I am aware
that "legal blindness" has a, shall we say much more liberal definition" in
some countries than it does in the US or UK. But, then, even in the US, an
individual can have 2020 tunnel vision if the field of vision is restricted to
10% I believe it is.

As has been pointed out, Tazbir is hardly "blind". Short-sighted at best.
Certainly, here in the UK, he would not be classified as "visually impaired".
He plays on the ordinary sized board and does not need nor use any adaptive
equipment. Indeed, he plays in regular tournaments for normally sighted people.
I've witnessed him walking along major main roads without assistance or
guidance.
Presently, the strongest "totally blind" chess player, currently active, is
Sergej Wassin (FM) from Ukraine, rated at 2257.
I think, I come a close second!
Annotated game to be coming out later today, I hope, where I beat a 207 ECF
grade (2200+ ELO), last night in great positional style.
