From what I was told this clock has been approved by the United States chess
Federation and the tournament director I got the information of is here in
Virginia. She has two or three blind players in there Chess Club that play
USCF tournament rated games and are allowed to use the clock. I was told
that the clock does not have a delay or increment feature so they normally
ask the tournament Director to add 10 or 15 minutes to the clock before the
game is started to compensate for that time. Also she mentioned that since
the clock is bilingual the English seems to have a bit of an accent and you
might want to play with it to get used to it.
