[uae] How to get these characters on a PC keyboard under UAE

Hello,
when writing articles for german Amiga print magazine "Amiga-Magazin" I
often need the two french apostrophes like
»Shared Library«
(I hope they are shown okay here)
Here in KMail I can get these on a german keyboard by typing AltGr-X and
AltGr->. With "xev" this is:

But under GoldED Studio AIX in UAE I get different characters instead.
Beside doing copy&paste I didn't found a way to get those characters under
UAE. Any hints?
