Perhaps you could be interested by the Québec experience of the "Commission des
partenaires du marché du travail" ( https://www.cpmt.gouv.qc.ca ;
<https://www.cpmt.gouv.qc.ca/>) and the Comités sectoriels de main d’oeuvre
(CSMO) where labour, employers and government are involved. Papers were
published by prof. Jean Charest (U of MTL) on this topic. Also the issues and
topics related to the CSMO in the aerospace industry were the subject of the
Ph.D dissertation of the Dr. Solar-Pelletier at HEC Montreal.
