PC Bug Doctor appears to fit into neither of those categories.

They hide spyware in some programs. Don't they? Like SpyBot tells you if
you delete adv. that are in other programs
with S&B you might not can use the program anymore. I would call that
spam. Or spyware. Not much difference.
