Please state the exact problem. What do you mean "you can't set it up"?
There are clear instructions on torproject.org website how to do it,
it's quite simple actually.
Please tell us what service you are trying to set up and what does not
work? It should work on both win xp and ubuntu without any problem. I
am using it on a computer with windows xp and works like magic. Easy
to setup too.
Feel free to drop an email if you need further assistance, but please
before that make sure you read the documentation online and properly
set up the hidden service (it should work).
