Yes, I had the same thing. Microsoft blocks .prg files.

I forwarded that email to my gmail account and was able to download it no 
problem!

the current site or the site itself is gone. Depending on what the author has 
stated RE: fair use, perhaps it would be a good idea to see about finding 
another site where the game could be made available (one that is more visible). 
Perhaps a PET enthusiast on this list has such a site or knows of one?
