[TN-Bird] fall bird counts in the upper cumberland region

There will be fall bird counts in at least three counties of the Upper
Cumberland Region this season: Sep. 17 in Putnam Co.; Sep. 24 in Pickett
Co.; and Oct. 1 in White Co.
