I wrote this post from the article in the State Gazette which told how the 
sudden extreme hail storm forced this group of a couple of hundred pelicans 
to land on land and were unable to take off.  They were observed by a number 
of individuals including one who saw the one Pelican fly into the fence and 
was killed. By Wednesday all but the injured made their way to the lake and 
were able to take off from the water.

David Haggard is quoted in a fairly lengthy discussion on characteristics 
and habits of the White Pelican.

This included the following:
"........Because of their weight and massive wingspan, white pelicans can't 
take off from dry land,"  he explained.  "Pelicans usually take off from 
water by flapping their wings and running across the surface until they are 
airborne."
