Mark's comments about habitat management get at the issue of we
(birders) not being in TWRA's constituency they listen to, because we
do not pay their bills. But as I mentioned before, there is political
resistance to changing that. I'm not sure what the solution is there
other than maybe very long term and gradual change (and again, as
Mark noted, recent changes have been in the other direction).
