[TN-Bird] TVA Reservoir Operations Study

TVA released its Reservoir Operations Study Draft Environmental Impact
Statement for public review and comment a couple weeks ago. A series of
public workshops to gather comments on the study begins this evening at
Murfreesboro. 
The study explores several different ways that TVA could manage its
reservoirs in the future. An important point for Tennessee birders is
that most of the new operating scenarios ("alternative policies") under
consideration would hold reservoir water levels higher during the late
summer and some would hold reservoir water levels higher during the
fall/winter. Consequently, most of the new scenarios are predicted to
adversely affect shorebirds, wading birds, and/or wintering waterfowl. 
It is very important that we let TVA know how we feel about changes to
reservoir operations. Some of the best Tennessee shorebird areas outside
of the Mississippi River bottoms could be lost.  For example, under at
least one of the alternative policies, Douglas Reservoir would be kept
at full pool until Labor Day, which would eliminate shorebird habitat at
Rankin Bottoms during the peak time of the fall shorebird migration.
The public comment period ends September 4.
