[TN-Bird] Surf Scoter at Montgomery Bell St. Pk.

Just got a phone call from Phillip Casteel.  He and Gary Casey
have found a Surf Scoter this morning, Monday 24 March, at the
Lake Woodhaven Spillway in Montgomery Bell State Park.  The
park is in Dickson County, TN.  The main entrance to the park
is closed, but the park can be accessed from highway 47.
