Mixing 1 ounce of sugar with 3 ounces of water gives a mixture which could be called either "1 to 3" (1 part sugar to 3 parts water) or "1 to 4" (1 part sugar to 4 parts mixture) Either way the resulting mixture is 25% sugar (by weight). Most people mix by volume. Mixing a 1 fluid ounce measuring spoon full of sugar with 3 fluid ounces of water results in significantly less than 4 fluid ounces, and the concentration may be higher than 25%. The hummers, knowing nothing of this, will just take whatever is offered.
