[TN-Bird] Re: Rough-legged Hawk mis-identification?

I had exactly the same thoughts when observing the hawk I saw this Wednesday 
( Jan 28)on Nine Mile Road in Sequatchie Valley.  Here is what led to my 
conclusion, realizing that we easily could have seen 2 different birds (though 
not 
likely).  First, the bird was perched low in the tree, not diagnostic of RL 
but at least suggestive.  Second, on studying the bird via scope, I am 
confident 
that the tail was not red on top but black. (It perched both facing me and 
away).  Third, the tail was clearly shorter than the wings.  Fourth, the head 
looked quite fluffy and rounded, this was obvious and easy to see.  I was not 
able to make any distinction of bill size or feathering of legs.  I thought 
seriously about walking out into the field and flushing the bird and now I am 
sorry that I did not, but still feel RL is most likely, though I will never 
know 
100% for sure :-(
