Does eBird actually say "rare" and require you to enter identifying
comments, or does it simply show the red dot that indicates it has not been
reported? If the former, the filter for whatever county you are in probably
needs to be adjusted. I would think that one or two (or 10) Rose-breasted
Grosbeaks shouldn't really hit a rare filter anywhere in Tennessee right
now.
