eBird lists only three records for Carter County, two of them from
2010, the most recent on August 15th (click a push pin on the map for
sighting details):

N-019&bYear=1900&eYear=2010&bMonth=1&eMonth=12&reportType=species&parent
State=US-TN

(URL will doubtless be wrapped around and require cutting and pasting
back together; or generate the map yourself by choosing the bar chart
checklist for Carter County under the View and Explore Data tab, and
clicking on Red-headed Woodpecker)
