All birds of prey are to some extent scavengers. Obviously it is easier to eat an already dead animal than to use up energy catching a live one. It is also safer, as any bird runs the risk of injury if it has to kill prey. While most people look on vultures as scavengers, in truth most any raptor will resort to scavenging if it has the opportunity.
