Agreed that the bird in the image appears diagnosable as an adult Cooper's
Hawk.

Dr. Fred Alsop's ornithology class was treated to a Northern Goshawk
soaring around the ridge line near the power station on Wilbur Lake
approximately where the Bald Eagles nested 4 years prior (for those of you
who know). I was able to get a very grainy image as the bird was far away,
but the bird was all gray, no rusty underparts. The bird was large. I
initially called it a Red-tailed based on the wings before I saw the tail
and Doc corrected me. Pics attached.
